Not all cities have adopted this strategy to manage the risk of loitering sexual offenders but directors of parks and recreation programs know the danger exists. And child molesters sometimes gain access to minors by working or volunteering in programs offered by parks and recreation departments. They take advantage of heavy traffic during summers and holidays, when screening practices and employee supervision may be challenged.
